1. What accessibility actually means
Here is the shortest useful definition. Accessibility means a person can use a thing without needing someone else's help. That thing might be a website, a payment form, a PDF, a doorway, a bathroom, a ferry terminal or a hotel booking process. If a person has to ask a stranger to read it, open it, lift them or fill it in for them, it is not accessible to them.
Notice what that definition does not say. It does not say "for disabled people" and it does not say "extra features bolted on at the end". Accessibility is a property of the thing you built, not a category of person. A door is either wide enough or it is not. A button either works with a keyboard or it does not. The person did not change. Your design decided the outcome.
A useful sentence for clients: accessibility is not a feature you add for a minority. It is a quality of the work, in the same way that a building being structurally sound is a quality of the work. You would not call a staircase that collapses "a design choice".
Three quick examples of the same idea
- Physical. A café has one step at the door. A wheelchair user cannot get in alone. The step is the barrier, not the wheelchair.
- Digital. A booking form has no labels on its fields. A blind customer hears "edit, edit, edit" and cannot tell which box is the phone number. The missing label is the barrier, not the blindness.
- Document. A government form is a scanned photo of paper. Nobody can search it, enlarge it cleanly or have it read aloud. The scan is the barrier.
2. Who accessibility is for (it is more people than you think)
The World Health Organization estimates that about 1 in 6 people live with a significant disability. That alone is a big audience. But the number people actually design for is much larger, because ability is not fixed. Microsoft describes this well with three columns. Try reading across each row.

Every fix in the left column also helps the middle and right columns. Captions were built for Deaf viewers and now everyone uses them on a loud ferry. Curb cuts were built for wheelchairs and now they carry prams, suitcases, delivery trolleys and bicycles. This is called the curb cut effect, and it is your strongest argument in any meeting where someone says "how many of our users are really disabled?"
3. Two ways of seeing disability
This part matters because it changes what your team writes in a report. There are two models, and we work from the second one.
- The medical model says the person is the problem. It looks at a wheelchair user and sees legs that do not work. The fix, in this model, is to treat or cure the person.
- The social model says the environment is the problem. It looks at the same person and sees a building with a step and no ramp. The fix is to change the building.
Both descriptions are of the same scene. Only the second one gives you something you can actually do on a Monday morning. It is also why we write findings as "the entrance has a 180mm step with no ramp" and never as "wheelchair users cannot enter". The first sentence names the barrier you can remove. The second sentence names the person, which helps nobody and reads as blame.
There are a lot more than two of these. Medical and social are the two you will use daily. The profession teaches seven, and disability studies has named around two dozen, including the moral and religious model that keeps children at home and the tragedy model that also wears a smile as inspiration. Language habit to build
Describe the barrier, not the person
Write "the form field has no label" instead of "blind users struggle here". Write "the corridor narrows to 700mm" instead of "not suitable for wheelchairs". Your reports get more useful and less awkward at the same time.
4. Universal design
Universal design is the practice of building one thing that works for as many people as possible, from the start, so that you do not have to make special versions later.
Universal design means the design of products, environments, programmes and services to be usable by all people, to the greatest extent possible, without the need for adaptation or specialized design. Universal design shall not exclude assistive devices for particular groups of persons with disabilities where this is needed. Article 2, UN Convention on the Rights of Persons with Disabilities, quoted in full
That second sentence is worth reading twice, because it is the one people skip. Universal design does not mean assistive devices go away. A screen reader is still a screen reader. It means the thing you built does not need a separate version bolted onto it before that screen reader can get anywhere.
The phrase to hold on to is "without the need for adaptation". A ramp beside the stairs is accessibility. A gently sloped entrance that everybody uses, with no separate route at all, is universal design. Both get the wheelchair user inside. Only the second one stops treating them as a special case.
The term comes from Ronald Mace, an American architect who was himself a wheelchair user. In 1997 he led a working group at North Carolina State University that wrote seven principles. Those principles are still the reference used worldwide, so it is worth knowing them properly rather than half remembering them.
5. The seven principles, with examples
For each one below you get the official definition, a plain language translation, and two examples, one physical and one digital. Learn the plain language line. That is what you will actually say out loud in a workshop.
Equitable use
"The design is useful and marketable to people with diverse abilities."
In plain words: everyone gets to use the same thing, by the same route, without being
singled out. No separate back entrance. No "ask staff for the special version".
Physical
A hotel lobby with one level entrance used by every guest, instead of steps at the front and a ramp beside the bins at the back.
Digital
One website that works with a screen reader, instead of a separate "text only version" that is always out of date.
Seen in the real world
- A ferry terminal where the boarding ramp is the route everyone uses, so nobody has to wait while staff fetch a portable one.
- An ATM with a headphone socket and tactile keys, so a blind customer banks privately instead of reading their PIN out to a stranger.
- Automatic sliding doors at a supermarket, which serve wheelchair users, parents with trolleys and anyone carrying shopping equally.
- A university that posts every lecture slide deck online for the whole class, rather than making disabled students apply for them.
Flexibility in use
"The design accommodates a wide range of individual preferences and abilities."
In plain words: give people more than one way to do the thing, and let them work at
their own pace.
Physical
Scissors that work in either hand. A ticket counter with both a standing height and a seated height section.
Digital
A form you can complete with a mouse, a keyboard, a touchscreen or voice, with no time limit forcing you to rush.
Seen in the real world
- A resort check in that can happen at the desk, on a tablet brought over to a seated guest, or entirely online before arrival.
- Museum content offered three ways: a printed card, an audio guide, and a QR code so you can read it on your own phone at your own speed.
- A bank that lets you approve a transfer by app, by SMS code or by calling the branch, because not everyone has or can use a smartphone.
- Height adjustable desks in an office, which suit a standing worker, a seated worker and a wheelchair user from one single product.
Simple and intuitive use

In plain words: it should work even for someone who is tired, in a hurry, or reading
in their second language.
Physical
A door that you obviously push because it has a flat plate, not a handle that makes you guess.
Digital
An error message that says "Enter a date like 21/08/2026" instead of "Validation failed, code 4021".
Seen in the real world
- Airport signage that pairs a symbol with a word and an arrow, so it still works if you do not read the language.
- A hotel shower with one clearly marked temperature control, instead of two identical unlabelled taps you have to experiment with.
- A government form that asks questions in the order a person actually has the answers, not the order the department files them.
- Coloured lines painted on a hospital floor that you simply follow to the right department, with no map reading required.
Perceptible information
"The design communicates necessary information effectively to the user,
regardless of ambient conditions or the user's sensory abilities."
In plain words: never send important information through only one sense. Back up
colour with text, sound with captions, and sight with touch.
Physical
A fire alarm that flashes as well as sounds. A lift with spoken floor numbers, a display and raised numerals on the buttons.
Digital
A form error shown with red, an icon and the words "Enter a valid email", so a colour blind user does not miss it.
Seen in the real world
- A ferry that announces the next stop out loud and shows it on a screen, so it works whether you cannot hear or cannot see.
- A hotel room doorbell that flashes a lamp as well as chiming, so a Deaf guest knows housekeeping is at the door.
- A pedestrian crossing with a sound, a visual signal, and a small cone under the box that rotates when it is safe to cross.
- Medicine packaging with large high contrast print and a raised tactile marking, so it is not confused with another box in a hurry.
Tolerance for error
"The design minimizes hazards and the adverse consequences of accidental or
unintended actions."
In plain words: assume people will make mistakes, and make those mistakes cheap to
undo.
Physical
A lift door that reopens when it senses something in the way, rather than closing on a slow moving passenger.
Digital
A "are you sure you want to delete this?" step, and an undo option, instead of instant permanent deletion.
Seen in the real world
- A boarding gate scanner that shows a clear red or green result with words, so you know at once if you are at the wrong gate.
- An online booking that keeps everything you typed when a card payment fails, instead of emptying the whole form.
- A kettle that switches itself off when it boils dry, rather than relying on the user never being distracted.
- A hotel key card that simply will not work on the wrong door, instead of letting a tired guest walk into someone else's room.
Low physical effort
"The design can be used efficiently and comfortably and with a minimum of
fatigue."
In plain words: it should not tire people out. Watch for heavy doors, stiff taps and
long repetitive tasks.
Physical
Lever taps and lever door handles instead of round knobs, which need a grip and a twist that arthritic hands cannot manage.
Digital
A checkout that remembers your saved address, instead of making you retype it every single order.
Seen in the real world
- Lever handles on every door in a resort, which you can open with an elbow when both hands are full of luggage.
- Trolleys waiting at the jetty so guests are not carrying heavy bags across soft sand to reach reception.
- Sensor taps and soap dispensers in public bathrooms, which need no grip and no twisting.
- A ticket barrier you tap a card against, rather than a turnstile you have to push your body through.
Size and space for approach and use
"Appropriate size and space is provided for approach, reach, manipulation, and
use regardless of user's body size, posture, or mobility."
In plain words: leave enough room to get to it, reach it and use it, whether you are
standing, seated, tall, short or using a walking frame.
Physical
A reception desk with a lowered section and clear knee space underneath, plus enough floor space for a wheelchair to turn.
Digital
Touch targets big enough to hit reliably, with space between them, so a shaky hand does not tap the wrong button.
Seen in the real world
- A restaurant with lowered tables that a wheelchair fits under, spread through the room rather than all pushed into one corner.
- A shop changing room big enough to turn around in, and to fit a companion or carer if one is needed.
- A dive centre with a transfer bench at seat height and clear floor space beside it, so a guest can move across independently.
- Lift buttons set within reach of someone seated, instead of at shoulder height for a standing adult.
Honest caveat
Universal design is a direction, not a finish line
You will never build one thing that perfectly suits every human being. The principles say "to the greatest extent possible" for a reason. A blind user will still use a screen reader and a Deaf user will still need captions. The goal is to keep shrinking the number of people who need a special arrangement, not to claim you have got it to zero.
6. Accessibility, universal design and inclusive design
People mix these three up constantly. Here is the cleanest way to keep them apart.

A short way to remember it. Inclusive design is how you work. Universal design is what you aim for. Accessibility is what you can measure at the end.
7. Reasonable accommodation
Universal design handles the general case. Reasonable accommodation handles the individual case that your general design still did not cover.
Reasonable accommodation means necessary and appropriate modification and adjustments not imposing a disproportionate or undue burden, where needed in a particular case, to ensure to persons with disabilities the enjoyment or exercise on an equal basis with others of all human rights and fundamental freedoms. Definition from Article 2, UN Convention on the Rights of Persons with Disabilities
That definition is dense, so let us pull out the four parts that matter.
- "In a particular case". It is for one identified person in one situation. It is not a policy for everybody.
- "Necessary and appropriate". It has to actually solve that person's barrier. Offering a Braille menu to someone who has never learned Braille is not an accommodation, it is a box tick.
- "On an equal basis with others". The aim is the same outcome as everyone else gets, not a lesser version of it.
- "Not imposing a disproportionate or undue burden". There is a limit, and it is judged against the size and resources of the organisation. What is a heavy cost for a five person café is pocket change for a national bank.
What accommodations look like in practice
- An employee with low vision gets screen magnification software and a larger monitor.
- A Deaf customer gets a sign language interpreter booked for an important appointment.
- An employee with chronic fatigue moves to a later start time and works two days from home.
- A candidate with dyslexia gets extra time in a written assessment.
- A guest who cannot use the stairs is moved to a ground floor room at no extra charge.
How the process should run
Accommodation is a conversation, not a form. The pattern that works is simple.
- Someone asks. The request does not have to use the words "reasonable accommodation", and it does not need a medical diagnosis attached to be taken seriously.
- You talk about the barrier, not the diagnosis. The useful question is "which part of the task or the space is causing the problem?" You do not need to know their medical history.
- You look at options together. The person usually knows what works for them better than you do. Ask them first.
- You agree something, in writing, with a date to review it.
- You check back. Needs change and so do jobs.
The line people get wrong
"Reasonable" is not the same as "cheap and easy"
Refusing an accommodation because it costs something is not automatically allowed. The test is whether the cost is disproportionate for that organisation, and most accommodations turn out to be either free or very low cost. Flexible hours cost nothing. A screen reader is free. Moving a meeting to a ground floor room costs nothing. Before anyone says "we cannot afford it", ask what the actual number is, because the honest answer is often zero.
How accommodation and universal design relate
Think of it as two layers. Universal design is the wide net you cast at the start. Reasonable accommodation is what catches the individual cases the net missed. The better your universal design, the fewer accommodations anybody has to ask for, which is better for the person too, because asking is tiring and sometimes uncomfortable.
Worked through with one building
No design thought at all. Steps at the entrance, narrow doors, information only on printed signs. Almost every disabled visitor needs staff help, so every visit is an accommodation request.
Accessibility bolted on later. A ramp is added around the side and a bell is installed to call staff. It works, but it is a separate, slower, second class route.
Universal design from the start. The entrance is level, the doors are wide, signs use good contrast and clear type, and there is a hearing loop at the desk. Nearly everyone gets in the same way with no help. The remaining individual needs, such as an interpreter for a long meeting, are handled as accommodations.
