Start with the person’s task
Follow a whole visit, then inspect the details.
Ask what someone needs to accomplish, where effort or uncertainty appears, and how the building and its service respond. Involve people with different access needs; a drawing review and a dimensional check answer only part of that question.
Can I prepare? Can I arrive? Can I move around? Can I do what I came for? Can I leave safely? Review the connections as carefully as the destinations.

US technical references
ADA references point to US scoping and technical provisions. Applicability, exceptions and local requirements must be established for the project.
Practice from other contexts
Irish CEUD and UK guidance offer design and service insight. They retain their own jurisdiction and purpose; they are not interchangeable ADA or ISO rules.
Original field method
Observation prompts and teaching examples help organise evidence. They do not assign a conformance score. Record what was checked and what remains unknown.

Arrive
An arrival that makes sense
The visit begins before the front door. A usable entrance can still be hard to reach when the drop-off, parking route or advance information leads somewhere else.
What to observe
Trace a real arrival from the site boundary, parking and passenger drop-off. Include kerbs, crossings, drainage and the final approach.
Compare published information with the route on a busy day. Record entrance opening hours, distances and any assistance-dependent step.
Design and service response
Make the useful route legible before someone commits to a wrong turn. Provide factual arrival information: entrance location, route surface, changes of level, available facilities and a way to ask about an individual need.
Common mistake Labelling a building “fully accessible” while the only described route contains steps or the accessible entrance is locked.
Worked example · Two descriptions, different usefulness
“Accessible parking available” leaves the route uncertain. A more useful original example is: “Use the east car park; the entrance is 35 m away along a paved route. The main entrance has automatic doors. The west entrance has three steps.” Publish only facts checked at your site.

Reference and scope. US ADA scoping establishes which site arrival points and entrances connect. The route guide explains how accessible and general circulation relate. Verify the applicable scoping and exceptions before applying a dimension.
Width alone does not capture effort, balance, cane detection or wheeled comfort. Conditions at the narrowest point and every transition determine whether the journey remains usable.
What to observe
Check running and cross slopes, clear width, passing opportunities, level changes, grates and loose mats. Observe normal queues and furniture positions.
Look beyond floor level: wall displays, drinking fountains, open windows and the underside of stairs can create collision risks.
Design and service response
Resolve the whole chain of pinch points. Keep furniture and deliveries out of the usable path; choose and maintain surfaces for the conditions in which they are used. Treat protruding-object review as a separate task from width measurement.
Common mistake Calling a surface slip resistant from a photograph, or treating a wide corridor as safe while a high object projects into it.
Worked example · Inspect the same route twice
A lobby is clear at opening time but a queue blocks it at noon. Record both operating conditions, the displaced route and the effect on users. Assign a layout and queue-management action, then revisit during the same busy period.

Reference and scope. US ADA §§302–303 address surfaces and level changes; §403 covers walking surfaces. §307 addresses protruding objects on circulation paths, including paths beyond designated accessible routes. ADA does not specify a universal coefficient-of-friction pass number.
A door is a sequence of movements: reach the handle, position the body or mobility device, open the leaf, move through and let it close. Each stage needs room and usable controls.
What to observe
Record both directions of travel, the actual clear opening, door swing, latch and closer. Include recesses, thresholds and doors in series.
Try the ordinary entry process with permission: call system, security release and powered operator. Check whether instructions and status feedback can be perceived.
Design and service response
Keep manoeuvring space usable throughout the swing. Place powered-door controls where someone can approach, operate and continue without being struck. Review hardware, closing speed and force as well as geometry.
Common mistake Measuring the nominal door leaf instead of the clear opening, or assuming an automatic operator removes every clearance requirement.
Worked example · The operator is not the whole intervention
A new push plate is mounted behind a planter. The door opens correctly, but the plate cannot be approached. Move the obstruction and verify the operating position, reachable control, door swing and onward route together.

Reference and scope. US ADA §404 distinguishes manual, power-assisted and automatic doors. Force provisions include important exceptions, so a single force threshold cannot describe every entrance. The Access Board separately recommends automation where exterior-door force is significant.
People who cannot use stairs need a usable way between relevant levels. People who do use stairs may still need support, predictable geometry and clear information.
What to observe
Map every destination above or below arrival level. Record lift availability, approach, doors, controls, signals and the arrangements during an outage.
Review stair flights, landings, handrails, open risers and edge visibility. Include the route to both the stair and the alternative.
Design and service response
Choose the vertical-access strategy early enough to affect the building plan. Check which lift type is permitted in the actual situation; platform lifts are not an unrestricted substitute for elevators. Include maintenance access and an outage response.
Common mistake Adding a lift symbol to a plan without checking whether visitors can find, call, enter and use that lift during opening hours.
Worked example · Design review question
A small rise, a full storey and an emergency escape need different decisions. Record the destinations, expected users and operating constraints first; ask the responsible designer to establish applicable access and fire requirements before choosing equipment.

Reference and scope. US ADA §§407–410 distinguish elevator and platform-lift types; §206 contains scoping and exceptions. Stair and handrail provisions are in §§504–505. These are separate from an approved emergency-evacuation strategy.
Getting through the door does not establish that someone can transfer, use controls, wash, dry and leave with privacy. A standard accessible toilet also does not meet every assisted-changing need.
What to observe
Map door swing, transfer area, toilet, grab bars, basin and accessories together. Record bins, sanitary disposal, cleaning equipment and other movable obstructions.
Check locks, flushing, dispensers, mirrors and any assistance alarm from the intended use positions. Review privacy, availability and maintenance arrangements.
Design and service response
Coordinate fixture-specific clearances rather than adding independent rectangles to an already fixed room. For assisted changing, establish the intended users, support needs and appropriate facility type with specialist input.
Common mistake Using an accessible toilet as storage, or advertising a baby-changing shelf as an adult Changing Places facility.
Worked example · Make the operational drawing
Mark where the bin and cleaning trolley actually stand, not only where sanitary fittings are installed. Photograph the room without occupants and compare the occupied floor areas with the designer’s required clearances.

Reference and scope. US ADA Chapter 6 has fixture and room rules; permitted overlaps depend on the actual arrangement. For Irish Changing Places design, use CEUD’s newer dedicated guidance: it replaces the relevant older Booklet 5 section and is not an ADA requirement.
Reception, payment and check-in combine physical reach with communication. A lowered counter is useful only if the customer can approach it and complete the same service there.
What to observe
Follow a transaction: join the queue, attract attention, exchange information, sign, pay and collect items. Review standing and seated positions.
Check the location of terminals and documents, counter clutter, knee space where applicable, sight lines, speech privacy and available communication options.
Design and service response
Provide a clear usable service position with controls and materials within reach. Let staff adjust a movable payment terminal where practical. Ask how the person prefers to communicate and make the appropriate support available.
Common mistake Providing a lowered section that serves as a display shelf, or treating a hearing loop as the answer to every communication need.
Worked example · The same service, in a usable position
If payment moves to the accessible counter but identity checking still requires reaching a fixed high camera, the transaction remains incomplete. Review every device and staff hand-off in sequence.

Reference and scope. US ADA §§904 and 306–309 address relevant counters, clearances and controls; different counter types have different rules. DOJ effective-communication guidance addresses the service itself and the person’s communication method.
A person may be able to travel a route but need to pause, avoid prolonged standing or sit with companions. Seating decisions influence whether people can stay and participate.
What to observe
Map waiting and rest opportunities along the actual journey. Record shade or weather exposure, queue duration, seat stability and nearby clear space.
In rooms and venues, review choice of location, companion seating, sight lines and routes when other seats are occupied.
Design and service response
Offer a useful choice of seats and positions. Preserve circulation beside resting places, include space for a mobility device alongside companions, and review waiting arrangements with people who find standing difficult.
Common mistake Putting the only wheelchair position in a circulation aisle, or buying one seat type and assuming it supports everyone.
Worked example · Test the room in use
Set out an event at expected occupancy. Check a seated visitor’s view with people standing ahead, the position of companions and the exit route. An empty-room photograph cannot answer those questions.

Reference and scope. US ADA §802 contains assembly-area wheelchair-space, companion-seat and sight-line provisions; §903 applies to benches where scoped. UK DfT Inclusive Mobility offers separate transport and pedestrian best-practice guidance on seating and rest.
A sign helps only when it can be found, understood and acted on. Consistent destinations and timely directions reduce uncertainty and unnecessary backtracking.
What to observe
Walk from an unfamiliar visitor’s arrival point. At each decision, record what information is available before choosing a direction.
Check destination names across the website, map, signs and staff instructions. Review glare, viewing distance, mounting position and tactile access where required.
Design and service response
Build a small, consistent vocabulary for destinations. Combine clear text with useful symbols; provide confirmation after a turn and identify the destination on arrival. Verify physical signs under real viewing and lighting conditions.
Common mistake Relying on colour alone, or adding tactile characters to a sign that cannot be safely approached.
Worked example · A decision-point review
Take a photograph at each junction and write the destination the visitor is trying to reach. If the next instruction is visible only after passing the junction, move or repeat it before that choice.

Reference and scope. US ADA §216 determines sign requirements and §703 provides technical rules. Visual and tactile provisions differ. Sign contrast and non-glare finishes are addressed, but a WCAG screen-colour ratio is not a physical-sign compliance test.
More light is not always more useful. Glare, strong shadows and reflections can hide edges, signs and faces or create discomfort.
What to observe
Review the same entrance by day and after dark. Look from seated and standing positions toward windows, polished surfaces, screens and signs.
Identify changes between bright and dark areas, shadows on level changes, visible light sources and whether a speaker’s face is easy to see.
Design and service response
Coordinate lighting, shading and material finishes. Support the task being performed, reduce unwanted reflection and provide suitable local control where it can help. Obtain a lighting design appropriate to the space and its use.
Common mistake Specifying one lux value for every room, or installing a bright fitting that reflects directly into the viewing position.
Worked example · Record the condition, not a verdict
Write “The afternoon sun reflects from the reception screen toward the seated position” rather than “lighting fails”. Record time, viewpoint and task, then compare a shading or layout change under the same condition.

Reference and scope. CEUD’s Irish universal-design guidance discusses lighting, glare and visual contrast. This is supplementary design guidance here, not a universal lighting code or a substitute for the project’s applicable technical specification.
Speech can become difficult to understand when background sound and reverberation compete with it. Increasing loudness does not resolve every communication barrier.
What to observe
Listen at reception, teaching and waiting positions during real activity. Note equipment noise, adjoining activities and echo.
Check whether offered listening equipment is working, identifiable and understood by staff. Ask which communication methods work for the person using the service.
Design and service response
Review acoustic separation and room finishes for the intended use. Pair suitable listening technology with clear operating instructions and staff practice. Plan captions, interpreters or other support when needed for effective communication.
Common mistake Installing a hearing system without testing or training, or assuming everyone with hearing loss uses the same technology.
Worked example · Make the test match the activity
Test a meeting-room system during a spoken presentation with the ventilation running. Record the setup, seating positions, person responsible for equipment and how a visitor can request it. Use appropriate specialist commissioning where required.

Reference and scope. CEUD Booklet 4 discusses room acoustics. US ADA §§219 and 706 address assistive-listening systems where scoped; DOJ guidance covers broader effective communication. A quiet-room observation cannot establish system performance.
Sensory preferences vary between people and can change with circumstances. Predictable information and meaningful choice can be more useful than assuming one “sensory-friendly” setting works for everyone.
What to observe
Record likely noise, light, smells, temperature, crowds and waiting at each stage. Note sudden changes and information a visitor cannot discover before arrival.
Check whether people can leave a busy area, take a break and return without losing their place or needing to explain personal details.
Design and service response
Publish clear visit information and describe quieter and busier conditions. Offer a clearly identified quieter space or route where possible. Agree changes with users and staff, while preserving lighting and communication needed by others.
Common mistake Advertising a quiet session without changing the sound sources, queues or staff process that make the experience difficult.
Worked example · Describe a choice concretely
An original example: “The waiting area near the entrance has music and a hand dryer nearby. A smaller waiting space is available off the east corridor; staff can call you there.” Confirm this arrangement operates before publishing it.

Reference and scope. The National Autistic Society provides supplementary practice guidance on accessible environments. These ideas support individual choice; they are not diagnostic rules, a guarantee of comfort, or ADA dimensional requirements.
Equipment failures, temporary works and changed furniture can undo a good design. The ability to leave safely also needs a deliberate plan for the people using the building.
What to observe
Identify who checks routes, doors, toilets and communication equipment, and how faults are reported. Review what visitors are told during a disruption.
Ask the responsible team about emergency arrangements, accessible warnings, staff training, visitor needs and how plans are reviewed after changes.
Design and service response
Assign an owner, review date and practical action to each issue. Build access checks into routine opening and maintenance. Develop and rehearse evacuation arrangements with competent fire-safety input and affected people; include visitors and changing circumstances.
Common mistake Relying on “someone will help”, or assuming an ordinary passenger lift can be used during a fire because it provides everyday access.
Worked example · Close the loop on a fault
Record a failed door operator, immediate visitor arrangements, repair owner and target date. After repair, verify the normal entry sequence and update published information. Closing a maintenance ticket is not the same as checking the visitor experience.
